What are Bespoke Schemes?

Bespoke Schemes are tailored to your own specific requirements. They can be organisation specific, or even pan-industry; they can be for large national, multi-national organisations or regionally based SMEs.

This scheme is owned by Scottish Water for individuals working on Scottish Water sites; registrations for the scheme are held on EUSR.

The DOMS scheme was introduced to support a consistent approach across the Scottish Water region in safeguarding the water quality reaching customers and has resulted in a reduction of problems affecting water quality such as discolouration, microbiological failures and issues with taste and odours. DOMS builds upon our own National Water Hygiene scheme – which is a pre-requisite for registration on this scheme.

This scheme, and all the rules of the scheme, is owned by the participating Meter Operators through the Smart Metering Reference Scheme Board, for which Energy & Utility Skills provides secretariat support.

The scheme was developed because there is a risk that an individual permitted to work on Smart Meter installations is found to have fallen far below the standard of the reasonably competent meter worker – in terms of their capability and/or competence – and they move between Meter Operators and contractors or sub-contractors without disclosing their competency history – posing a potential safety risk to themselves, their colleagues and the public. A Reference Indicator is placed against an individual’s EUSR record when they have been found to have fallen far below the standard of a reasonably competent Smart Meter worker.

Meter Operators and contractors, or their sub-contractors, are able to check an individual’s EUSR record and the presence, or not, of a Reference Indicator prior to their employment on Smart Meter installations as part of the recruitment process.

A Reference Indicator against an individual’s record does NOT prohibit an individual from working for a Meter Operator; it ensures a Meter Operator can make an informed recruitment decision.

We developed this scheme to meet a demand that originated from employers in the gas industry for an alternative approach to enable the re-assessment of Gas Safety competences.

GCS isn’t a replacement for Gas Safe registration, it offers a different way for employers to demonstrate gas competence of registered engineers and is an alternative to the Accredited Certification Scheme (ACS). Matters of Gas Safety (MoGS) competence is maintained through managed CPD and in-house assessment based ‘on-the-job’ rather than reliance on a single “snapshot” assessment every five years – which can also allow engineers to work with out-of-date standards for a long period of time.

Developing a Bespoke Scheme

We will work with you to develop your own unique scheme and also help you to develop standards when there are none already available. We can also tailor quality assurance activities specific to you or your programme.

Our team of experts are here to help you every step of the way – from the very beginning when it’s still at concept stage right through to creating standards, designing a structure, developing content, creating assessments and quality assurance processes and beyond, including diagnostic testing, creating on and offline resources, delivery plans as well as on-going auditing and verification.

You’ll be confident your scheme maps to the relevant standards and your assessments are fit-for-purpose. We’ll also share best practice with you on the development of information and guidance for individuals as well as compliance with regulatory requirements such as GDPR, HSE, Equality and Accessibility.

Our Bespoke schemes result in an EUSR registration for individuals. Feedback from our customers tells us this is a huge bonus when there is a lot of movement within the workforce – an accurate and verified record of training and skills can support and enhance the recruitment process as well as result in less off-the-job training.


What We Do

We can work with you, or a whole industry if required, to develop new schemes or standards that are totally bespoke or tailored to suit your specific requirements.

They are very experienced at collaborating with employers, regulators, professional bodies and training providers to develop standards, training programmes and all sorts of different schemes. Because of the nature of these types of schemes, there isn’t a standard approval process.  Instead, contact us and we can discuss how we can work together.
