Delivering Passport Schemes


Approval

To deliver National Water Hygiene (NWH), Safety, Health and Environmental Awareness (SHEA) and Safe Control of Operations (SCO) schemes, you will need to become an approved trainer. To deliver Basic Electrical Safety Competence for Access, Movement & Egress (BESC: AME), the process is slightly different – you will need to become an approved provider and an approved assessor.


National Water Hygiene, SHEA Suite and Safe Control of Operations

You will need to meet our approval criteria:

  • Knowledge and understanding of the current working practices within the specific industry
  • Minimum of two or three years’ experience (dependent on the scheme) – a relevant career history
  • Two references
  • Training and/or assessment qualifications (or working towards)
  • Experience in training and/or assessment

Stages of Trainer Approval

  • Submit application with all required evidence
  • We conduct a desktop review of the application and contact you if we have any questions or require additional evidence
  • You successfully attend and complete attend a Trainer Approval Workshop
    • You sign our Terms & Conditions
    • We provide you with all materials to support delivery and assessment
    • We register you on EUSR as an Approved Trainer for the scheme and issue you with an EUSR card
    • We list you on our website as an Approved Trainer for the scheme (optional)
  • On-going monitoring and auditing:
    • We monitor training, assessment and administration activity on an on-going basis
    • We randomly select Trainers for on-site audits
  • Approval as a Trainer is for three years (five years for SHEA Gas)

Tri-Partite Agreement

SHEA Suite and National Water Hygiene only

An Approved Trainer for any SHEA or National Water Hygiene scheme(s) can also enter into a Tri-Partite Agreement between themselves, an Approved Provider and Energy & Utility Skills.

This Agreement provides many benefits for both Approved Trainers and the Approved Providers; it allows the Approved Provider to access all delivery and assessment documentation, decisions and activities relating to Energy & Utility Skills’ quality assurance of the delivery and assessment of the scheme including approval, pre-registrations, registrations, on-going monitoring, audits, action plans, investigations, sanctions, complaints and feedback.

The Approved Provider and Approved Trainer agree between themselves which party will perform all, or part of, course booking, pre-registration, registration, recording of assessment results and downloading of training materials for the scheme.

The Approved Provider will be responsible for payment of registration fees and the Approved Trainer will continue to ensure the delivery and assessment is compliant with the terms of the Trainer Terms and Conditions.

Upon request, Energy & Utility Skills will deliver Trainer Approval Workshops and Trainer Briefings at the Approved Providers premises provided there are four or more Approved Trainers in attendance.


BESC: AME

Provider Approval

You will need to become an approved provider and meet the criteria detailed within our Quality Framework.

Once approved as a provider you can have as many approved assessors as you need.

Assessor Approval

You will need to meet our approval criteria:

  • Knowledge and understanding of the current working practices within Substations, Overhead Lines and Underground Cables in the power industry
  • Assessor qualification (or working towards one)
  • Provider and Assessor approval can happen simultaneously.

Stages of Assessor Approval

  • Submit application and all required evidence
  • We check for provider approval
  • We conduct a desktop review of the application and contact you if we have any questions or require additional evidence
  • You sign our Terms & Conditions
  • We register you on EUSR as an Approved Assessor for the scheme and issue you with an EUSR card
  • We list the provider (not the individual assessor) on our website as approved for BESC: AME (optional)
  • On-going monitoring and auditing:
    • We monitor training, assessment and administration activity on an on-going basis
    • We randomly select Assessors for on-site audits
  • Approval as a BESC: AME Assessor is for three years (provider approval is a one-off process and has no end-date)
