SHEA Waste and Resource Management
Our Safety Health and Environmental Awareness (SHEA) suite of schemes have been developed in collaboration with industry to provide a uniform approach to health, safety and environmental awareness training across the utilities sector, in line with Health and Safety Executive guidelines.

Our SHEA Waste and Resource Management scheme is designed for individuals who require access to operational sites within the waste and resource management industry, both permanent and temporary, at all levels including operatives, supervisors and management.
The SHEA Waste and Resource Management scheme comprises of eight modules. These modules cover areas common to all utility industries and form the basis of health, safety and environmental law and practices and are contextualised to represent waste industry specific activities, such as processing and sorting after collection. All individuals must complete the first seven modules and, depending on their job role, may also complete the 8th module, ‘Waste Collection: Drivers and Operatives’. It is designed to provide evidence that an individual has demonstrated an appropriate level of knowledge, understanding and behavioural awareness. Individuals must pass the SHEA Waste and Resource Management assessment(s) to gain EUSR registration. It is an Energy & Utility Skills Passport scheme and does not indicate any level of technical competence or skilled expertise.
EUSR Registration
Registration is based on successful completion of a training programme and assessment. Training is delivered through a network of Energy & Utility Skills approved trainers and they all deliver the same training programme and assessment. The training usually lasts about one working day and is interactive, with trainer-led activities plus individuals are invited to share and discuss their own experiences with the group.
EUSR registration for SHEA Waste and Resource Management is for three years from the date of assessment.
There are two potential EUSR registration categories for SHEA Waste and Resource Management:
- SHEA Waste and Resource Management – when the first seven modules have been taken and assessment passed
- Waste Collection: Drivers and Operatives – when 8th module has been taken and assessment passed
CSCS Partner
The SHEA Waste and Resource Management scheme is partnered with CSCS to allow utility workers access to CSCS controlled sites for purposes of utilities work without the need for a separate CSCS card.

CITB Short Course 
Energy & Utility Skills is a recognised Third Party Organisation (TPO) for CITB and the UK construction industry. This scheme is recognised by CITB for short course duration funding purposes and can be offered by ATOs. To find out more about CITB short course duration grants, click here.
SHEA SWITCH in Scotland
In Scotland, the SHEA Waste and Resource Management scheme is delivered in conjunction with the SWITCH (Scottish Waste Industry Training, Competence, Health & Safety) Forum of which Zero Waste Scotland is a member. Additionally, the SHEA modules map across to and support the widely used SWITCH Competence Framework. Individuals trained and assessed in Scotland will be issued with an EUSR card that also features the SWITCH logo. Read more on the SHEA Switch page.
