NCO (Gas) – Service Layer
Overview
EUSR registration as a Service layer is based on the completion of one of the following:
- City & Guilds Level 2 Diploma in Network Construction Operations (Gas)
- Gas Network Team Leader (GNTL) Apprenticeship, (Team Leader Service Laying): Level 2
- Gas Network Operative (GNO) Apprenticeship
Registration on EUSR as a Service Layer is for a period of 5 years.
The information below shows the minimum units that must be completed as part of the Level 2 Diploma in Network Construction Operations (Gas) – Service Layer qualification for the Self-Lay and Distribution pathways.
Evidence Requirements – NVQ route
- City & Guilds Level 2 Diploma in Network Construction Operations (Gas) – Service Layer (Note: please do not send in original certificates).
Depending on the City and Guilds qualification, individuals will be also be registered as either ‘Self-Lay’ or ‘Distribution’.
Self-Lay Pathway:
- 201 Create an effective and efficient environment in utilities network construction
- 202 Maintain a safe and secure working environment in utilities network construction
- 203 Establish and maintain effective working relationships in utilities network construction
- 205 Install equipment for safe working on sites for utilities network construction
- 206 Locate and avoid supply apparatus for utilities network construction
- 207 Excavate and maintain holes and trenches for utilities network construction
- 209 Operate powered tools and equipment for routine and predictable requirements on utilities network construction
- 210 Join materials by electrofusion processes on utilities network construction
- 215 Conduct specified testing of Gas services
- 301 Install Gas services up to 63mm
Distribution Pathway:
- 201 Create an effective and efficient environment in utilities network construction
- 202 Maintain a safe and secure working environment in utilities network construction
- 203 Establish and maintain effective working relationships in utilities network construction
- 204* Install equipment for safe working on the highway for utilities network construction
- 205 Install equipment for safe working on sites for utilities network construction
- 206 Locate and avoid supply apparatus for utilities network construction
- 207 Excavate and maintain holes and trenches for utilities network construction
- 209 Operate powered tools and equipment for routine and predictable requirements on utilities network construction
- 210 Join materials by electrofusion processes on utilities network construction
- 215 Conduct specified testing of Gas services
- 301 Install Gas services up to 63mm
*Unit 204 is the difference between the Self-Lay and Distribution pathway for Service Layer.
Evidence Requirements – GNTL Apprenticeship route
- The Institute for Apprenticeships & Technical Education – Gas Network Team Leader Apprenticeship certificate – (Team Leader Service Laying): Level 2. (note: please do not send in original certificates).
The GNTL Apprenticeship (Service Layer) offers the following EUSR registration:
- Service Layer (Distribution)
Meter Disconnection
Meter Disconnection can form part of the GNTL Apprenticeship for those individuals undertaking the Service Layer option, therefore evidence of Meter Disconnection training & assessment will be required for this registration on EUSR.

- The Institute for Apprenticeships & Technical Education – Gas Network Operative Apprenticeship certificate – Level 2. (note: please do not send in original certificates).
The GNO Apprenticeship provides the following EUSR registration:
- Layer (Distribution)
Meter Disconnection
Meter Disconnection is part of the GNO Apprenticeship, therefore, individuals wishing to be registered for Meter Disconnection should refer to the Meter Disconnection registration & evidence requirements page.
Pre-requisites
All individuals must hold a valid EUSR registration for SHEA Gas.
