Competency and Capability Referencing Scheme

About the Scheme

The Competency and Capability Referencing scheme is operated by the upstream Gas Distribution transporter industry. Its purpose is to put safeguards in place for when individuals leave one Gas Transporter network and seek employment with another without declaring their full work history; its aim is to enhance the safety of members of the public and colleagues.

It operates as a ‘referencing’ scheme for individuals who, after a fair and transparent investigation process, are found to have fallen far below the standard of a reasonably competent engineer, and have a reference indicator placed against them. The scheme, using EUSR, allows only authorised individuals within Gas Transporters to see if a reference indicator is in place. The existence of a reference indicator is not a prohibition on working and there are processes for it to be appealed, reviewed and removed. The process is open and transparent and efforts are always made to engage with individuals before and after any reference indicator is created.
