What is the Network Construction Operations (Water) Experienced Worker scheme? 

Experienced Worker registration is for individuals already working in the water industry but who do not hold the required Level 2 qualification.  It acknowledges their experience and allows the individual to access construction sites whilst completing an appropriate Level 2 Network Construction Operations (Water) qualification. Upon completion, they will be eligible to register as a Skilled Worker. 

  • A Level 2 qualification enables the individual to be registered for NCO (Water) Service and/or Main Layer. 

Evidence Requirements

The following evidence requirements apply from 1 May 2025.  

Individuals must provide evidence for either Option A or B as stated below. 

Option A  

An Employer letter (on headed paper) or Employer email (branded business email address) to confirm: 

  • The Individual is employed by them  
  • Length of employment  
  • Current role  
  • Number of years’ experience in the role (service or main layer) 

Option B  

Evidence submitted by the Training Provider or the individual, confirming the Individual’s registration for an appropriate qualification, must include the following:   

  • The Awarding Organisation (AO) providing the qualification, qualification title and reference number  
  • The Training Providers name, address and centre number allocated by the AO  
  • The Individual’s full name, date of birth, registration number and registration date  

And 

An employer/contractor reference to confirm: 

  • period of employment 
  • current role  
  • number of years’ experience in the role (service/ main layer)  

Registration Pre-requisite

All individuals must hold a valid EUSR registration for both National Water Hygiene and SHEA Water.

Registration Period 

Experienced Worker registration on EUSR is for a period of 18 months and is non-renewable. 

An individual is expected to have completed their qualification during the registration period and to progress onto Service and/or Main Layer registration on EUSR. 

CSCS Card

Individuals will be issued a Red CSCS Experienced Worker card with NCO (Water) Service Layer and/or NCO (Water) Main Layer on the reverse.
