Utility Network Construction Supervisor


The Utility Network Construction Supervisor (UNCS) scheme records certifications of individuals who work as first-line supervisors in the energy and utilities sector; it is designed to recognise the skills and competences of those carrying out supervisory roles within any of the utility industries.

About the Scheme

The Utility Network Construction Supervisor (UNCS) scheme records certifications of individuals who work as first-line supervisors in the energy and utilities sector; it is designed to recognise the skills and competences of those carrying out supervisory roles within any of the utility industries.

The scheme was developed as result of demand from across the energy and utilities sector for a common approach for training and assessment programmes for first line supervisors. An individual has their qualifications, training and assessment mapped to the appropriate standards which then allows employers and training providers to develop their own training and assessment programmes – which can be endorsed by Energy & Utility Skills as an Endorsed Training Programme.


Registration on EUSR

Registration on EUSR is gained when the evidence for registration has been submitted and verified.

For UNCS registration on EUSR, it is a pre-requisite that the individual holds a valid EUSR registration for the appropriate industry Safety, Health and Environmental Awareness (SHEA). Registration on EUSR is valid for five years.

Registration on EUSR is paper-based* and a Batch Form and Registration Form and appropriate evidence must be submitted to EUSR Support, Friars Gate, 1011 Stratford Road, Shirley, Solihull, B90 4BN.

IMPORTANT NOTICE* Due to the current circumstances relating to Covid-19, we are unable to process any paper-based registrations at this time. Please email your registration form (and any evidence) to eusr@euskills.co.uk. The EUSR Support team will then be able to process as usual.

There are two routes to registration on EUSR for this scheme:

  • Registration is based on the evidence of skills achieved through completion of an Endorsed Training Programmethat is mapped to the standards of the relevant qualification.
  • The Level 3 Diploma in Network Construction Operations (Water) qualification may also be used for registration on this scheme.

Re-Registration on EUSR

Re-registration for the UNCS scheme is completed through employer declaration which certifies that valid and authentic evidence exists demonstrating that the individual still meets the requirements for registration.

This route is eligible for all individuals who have previously been registered for UNCS, regardless of the original registration route.
