As the Sector Skills Council for the electricity, gas, waste management and water industries, Energy & Utility Skills operates an independent skills register which provides a recognised standard across the whole of the utilities sector.

A cost effective solution, the Energy & Utility Skills Register (EUSR) is a centralised database of information which is delivered via a secure and sophisticated web enabled framework. Companies can easily check the registration records of employees and maintain a log of their competencies.

The EUSR provides employers quickly and easily with the evidence required to demonstrate that they have robust mechanisms in place to ensure that only competent workers are operating under their control.

    EMPLOYMENT OF FOREIGN NATIONALS

    It is the responsibility of Employer companies to ensure that all their employees have the appropriate visas, work permits and any other required permissions to work in the United Kingdom.

    Energy & Utility Skills registration cards are issued based on information provided by Employer companies. The issue of an Energy & Utility Skills registration card in no way indicates the employment status of any individual.

    URGENT – GD CARD EXPIRY

    Any individual who is the holder of a Gas Distribution (GD) card, due to expire in the next six months should be registered on the relevant Gas Network Operations (GNO) qualification with the Awarding Body as a matter of urgency.

    The need to achieve the appropriate GNO qualification, prior to expiry of a GD card, has been widely communicated over the past few years. It should be noted that it is only Network Asset owners who can determine whether an individual is allowed to undertake work on their assets, not Energy & Utility Skills.

    The GD/GNO register is the mechanism used by all the Network owners, to demonstrate that an individual holds the necessary competencies for the work they are employed to carry out. The Network Owners determined that once the existing GD cards expired, the current competency standard (the GNO suite) would be used to evidence up to date skills, knowledge and experience.

    Once a GD card has expired, the Energy & Utility Skills registration ceases, no extensions may be provided by Energy & Utility Skills as we cannot determine who is allowed to work on a particular Network. The only method of renewing registration is via the current GNO scheme (at the appropriate level, usually Level 1 for Operative or level 2 for Team Leader).

    A 10 week period is required between Awarding Body registration and Certification and therefore anyone whose GD card expires in less than ten weeks will be unable to obtain a certificate before their registration ends. If this is the case then immediate contact should be made with the Network owner, who may allow the individual to carry on working pending receipt of the certificate. This is only likely to be acceptable if there is clear evidence that the GNO standard has been achieved and only the ten week rule is preventing re-registration. Any agreement for this to occur should be clearly documented and a copy sent to Energy & Utility Skills. In these circumstances only, the card expiry date may be extended in accordance with the Network’s instructions.

    Once the City & Guilds Certificate has been received by the individual, on application Energy & Utility Skills will register the individual for a further five years (from the date of registration with Energy & Utility Skills).
