Utility Network Construction Supervisors

Scheme Overview

The Utility Network Construction Supervisors scheme is the result of demand from employers for a Level 3 qualification that would be nationally recognised yet flexible enough to develop their own employees. A qualification template was produced to specify the skills and competencies required for supervisors currently operating.

The scheme comprises programme endorsement and registration to enable employers and training providers to develop their own training and assessment program to meet their needs. Programmes currently being undertaken may also be submitted to Energy & Utility Skills (EU Skills) for approval.

There are several benefits to registering on this scheme. It provides a means of recognising skills and competence gained over a number of years and a means for new entrants to develop. Employers have been involved in the development of the occupational standards and benchmarks for registration and they are considered appropriate for purpose. Asset owners can also be assured of the competence of persons working on their networks to support their safety case commitments.

The scheme covers the full range of roles and activities for those supervising roles on the utility network infrastructure. The range extends from entry level as trainee, allowing for new people joining the industry or being promoted from other roles, to full registration as a competent supervisor.

Experienced Worker

An experienced worker route is available for existing supervisors who do not yet meet the full requirements of the standards to allow their skills to be recognised while undertaking a suitable program of training.

All applicants are required to have also completed the relevant Utility SHEA (Electricity / Gas / Water) and hold New Roads and Streetworks (NRSWA) Supervisor certificates for modules 1 and 10 to 16.
