Energy & Utility Skills Register (EUSR)
As the Sector Skills Council (SSC) for the electricity, gas, waste management and water industries, Energy & Utility Skills (EU Skills) operates an independent skills register which provides recognised standards for the utilities sector.
Individuals who qualify for registration on the EUSR database are issued with a card and appear on our dedicated website. Employers and individuals have the opportunity to search the EUSR database via the website to confirm details of skills and training.
EUSR benefits both the employer and individual. An independently operated register confirms the skills and abilities of individuals when moving from company to company or industry to industry; whilst employers now have a robust mechanism to demonstrate the abilities of the workers who operate under their control.
Registration types
Registrations on the EUSR fall into three categories:
| Passport schemes | Usually, safety, health and environment awareness schemes, registration is based upon successful completion of a specified knowledge based input and assessment. EU Skills develops all the course content for these passport schemes, using the support and guidance of industry representatives. Passport schemes are delivered by a network of trainers who have been trained, assessed and approved by EU Skills. All EUSR passport schemes have been developed in line with Health & Safety Executive best practice guidelines. Appropriate industry experience and a training/ teaching background is required by trainers who wish to deliver these passport schemes. Those who meet the criteria will also attend a train the trainer course and must undergo a successful field based assessment of course delivery. |

| Skills Based schemes | These schemes cover registrations for individuals who have satisfied the criteria required for recognition of skills in a particular role. Evidence must be provided to register on these schemes, as they require confirmation of recognised skills training, in many cases the achievement of the appropriate Scottish/ National Vocational Qualification (S/ NVQ) standard or recognised equivalent. |
| Company schemes | EU Skills provides the opportunity for employers in its industries to record training skills and competency of their workforce, on the EUSR database. Alongside EU Skills industry recognised schemes, these companies will be able to view whatever skills records they require for the registered individuals who work for them either as direct labour or contractors. |
CSCS Affiliation
EU Skills and the Construction Skills Certification Scheme (CSCS) have affiliated their registration schemes to enable access to construction sites for electricity, gas and water industry workers who hold an affiliated endorsement. The construction and utilities industries share a common goal and commitment to robust mechanisms that enable all workers to demonstrate health and safety awareness and relevant skills and competencies.
